Organizational Context The Civilian Technical Assistance Program (CTAP) is an Afghan-led capacity development program involved in the recruitment of International Technical Advisors for Afghan Government Ministries. In order to strengthen its management capacity (including transparent and accountable processes), CTAP is seeking candidates who have complementally skills in programming and operational management to serve as Deputy Director at the CTAP Secretariat in Kabul, Afghanistan. In order to strengthen the capacity of the CTAP Secretariat to implement capacity building activities, CTAP is seeking candidates who have technical skills in institutional and capacity development to serve as a Senior Institutional Capacity Development and Capacity Development Advisor at the CTAP Secretariat in Kabul, Afghanistan. The Advisor will support the Capacity Building team in implementing all capacity building activities designed to increase the capacity of GIROA agencies in line with their mandate. The general objective of the team is to scale-up the number of GIROA agencies capable of providing high quality services to the people of Afghanistan. CTAP is now seeking to fill the position of Sr. Institutional & Capacity Development Advisor within the CTAP secretariat. This position is open to international passport holders only: Afghan expatriates and nationals of regional countries are especially encouraged to apply. 2. Position 2.1 Duties and Responsibilities Working under the supervision of the CTAP Program Director and in close cooperation with the CTAP secretariat management team, the international Sr. Institutional & Capacity Development Advisor will: • Conduct in-depth organizational assessments and re-assessments of each target agency • Review results in collaboration with partners and develop a detailed capacity building 
technical assistance plan to be implemented over the life of the program • Manage and oversee program implementation, design, and delivery for all capacity building-related activities targeted at strengthening the capacity of GIROA agencies to deliver quality services to the people of Afghanistan. • Design and roll out a Capacity Development System complete with policies, guidelines and tools for the program. • Conduct timely Action Research to advance understanding of a wide range of capacity building and institutional development approaches, best practices and lessons learned • Conduct program monitoring, evaluating, and periodic reporting related to capacity building • Provide on-site technical assistance to the capacity development processes being implemented by CTAP Technical Advisors in order to assist with strengthening organizational systems, processes and governance of client agencies • Collaborate with CTAP technical experts to design, deliver and document high-quality, demand driven technical assistance to the program • Provide technical guidance in the implementation, internalization and monitoring of CTAP standards for institutional development and capacity development programming • Document institutional development and capacity development approaches and methodologies used by the program at different levels • Develop and implement trainings, workshops and participatory design processes in institutional strengthening for GIROA agencies and relevant partners • Train Secretariat national staff in the capacity development approaches to ensure transfer of skills for sustainable implementation of the capacity building program • Coordinate with appropriate CTAP departments all aspects of program planning, monitoring, and implementation for all capacity building activities • Perform other duties as assigned by the Program Director 2.2 Deliverables The deliverables of the Sr. Institutional & Capacity Development Advisor are: • Institutional Capacity Development System operational at the CTAP Secretariat • Skills transferred to local staff at the Secretariat • Program Management Capacity at the Secretariat increased
2.3 Skills, Experience and Qualifications Required The successful candidate must have the following skills, experience and qualifications • Masters degree in economics, organizational development, international development, business administration or related field; preferably focused on capacity building • A minimum of ten (10) years direct work experience in developing countries as a senior expert in institutional development, training and capacity building, organizational development and change management • Proven leadership and management skills in a capacity building programs, including recruitment, orientation, training and performance planning and management of staff • Ability to coach, mentor and develop and strengthen capacity for high performance • Strong knowledge of instructional systems design, including needs analysis and 
evaluation strategies • Strong communications skills, quality writing and fluency in English language required. • Demonstrated history of training in capacity development and capacity development- related topics from reputable training providers • Able to produce reports and other standards documents, in English, up to a professional standard
