Background
UNDP Iraq implemented the Private Sector Development Programme for Iraq (PSDP-I) as a joint programme with six other UN agencies (FAO, ILO, UNHabitat, UNIDO, UNOPS and UNWomen) in the period 2009-2012, working in close partnership with the Taskforce for Economic Reform (TFER) under Prime Minister's Advisory Commission.
The PSDP-I was designed with Iraqi stakeholders (public and private) and other international stakeholders in an effort to create and enable an effective, coherent, and comprehensive framework for private sector development in Iraq, as a means of achieving:
I) sustainable and increased employment opportunities;
II) poverty reduction;
III) enhancement of the legal and regulatory framework to allow an increase in sustained domestic and international investment;
IV) improvement of the enforcement capacity designed to perpetuate an overall rational, coherent, and economic environment; and,
V) ultimately, diversification of Iraq's economy as the basis of future economic growth in Iraq in a gender inclusive and environmentally sustainable manner.
Much work has been done in these past 4 years in terms of coming to consensus between the Iraqi private sector, the Government of Iraq, and the international development stakeholders, on the nature of the reforms that are needed to create a healthy environment under which the Iraqi private sector might flourish. Under its PSDP-I, UNDP, in close consultation with broad stakeholders, including the Iraqi private sector, international stakeholders and concerned Government of Iraq (GoI) institutions, has developed a draft Private Sector Development Strategy of Iraq which aims to re-vitalize the Iraqi private sector by establishing an efficient, predictable and transparent business enabling environment that will eventually lead to economic growth, diversification and job creation.Under the authority of the UNDP-Iraq Country Director, with daily direction of the Project Manager for PSDP-I, the Senior Specialist will be required to provide the technical expertise in line with the Programme requirements.
The Senior Specialist will be responsible for providing technical expertise during a consultation process with the TFER, concerned Iraqi ministries, the Private Sector and the international development partners to have the strategy endorsed by the key stakeholders. Throughout the consultation process, the Senior Specialist will collect recent inputs, fresh analysis from the key stakeholders and reflect them as necessary to polish the PSD Strategy to be in line with the Iraqi context and to ensure the coherence among strategic paths, direct support actions by GoI to the private sector and the roll out timeframe.
The Senior Specialist will closely work with the Senior Advisor to the PSDP-I during the consultation process and provide the technical support in drafting an implementation action plan for PSD strategy for the short term (3-4 years) that details steps to be taken to roll out the primary areas of focus.
Objectives
The objective of the assignment is to provide technical expertise during a consultation process with the PMAC/TFER, concerned Iraqi ministries, the Private Sector and the international development partners to have the strategy endorsed by the key stakeholders, at least by PMAC/TFER in 2013, and to provide the technical support in drafting an implementation action plan for PSD strategy for the short term (3-4 years) that details steps to be taken to roll out the primary areas of focus.The Senior Specialist will facilitate strategic communication with the TFER as well as key national and international actors in the areas of private sector development to properly address their concerns. The Senior Specialist will be required to meet with the key counterparts on a regular basis in Baghdad.
Duties and Responsibilities
Scope and Expected Outputs
Provide technical expertise during a consultation process with the PMAC/TFER, concerned Iraqi ministries, the Private Sector and the international development partners including two rounds of consultation meetings (one in Baghdad and one Amman) in order to have the final draft endorsed by the key stakeholders and support a final launching conference in Baghdad by mid December 2013:
  • Provide the technical expertise to ensure the PSD strategy properly reflecting the PSDP-I (2009-2012) works;
  • Provide the technical expertise for a presentation package to be delivered at two rounds of consultation in order to effectively receive the feedbacks from the key stakeholders and lead the discussions during the consultation process;
  • Collect recent inputs and fresh analysis from the key stakeholders and reflect them as necessary to polish the PSD Strategy to be in line with the Iraqi context and to ensure the coherence among strategic paths, direct support actions by GoI to the private sector and the roll out timeframe;
  • In supporting the PSD Senior Advisor, review and restructure as necessary the PSD Strategy of Iraq, providing clearly the priority areas of focus for reform of the business environment by reflecting recent inputs and analysis during the consultations;
  • Finalize the strategic paths, direct support actions by GoI to the private sector and the roll out time frame in the PSD Strategy as a result of the two round of consultations and other relevant meetings with key stakeholders.
  • Provide the technical expertise in drafting an accompanying implementation plan for PSD Strategy for the short term (3-4 years) that details steps to be taken to roll out the primary areas of focus.
Deliverables.The Consultant will be responsible for producing the following deliverables.
  • Final draft of the strategic paths, Direct support actions by GoI to the private sector and to the roll out time frame to;
  • Recommendation report to enhance the PSD Strategy through collection of recent inputs and fresh analysis from the key stakeholders for a final draft PSD Strategy through consultation processes (PMAC/TFER, Private Sector and international communities);
  • be included in the PSD Strategy;
  • Recommendation report in drafting an accompanying implementation plan for PSD Strategy for the short term (3-4 years).
Time and Method of Payment
Payments will be done based on the deliverables. For each payment a certification of payment needs to be signed and approved by the direct supervisor attached to it the provided services and tasks/ deliverable and provision of a performance evaluation of the consultant on last paymentKey Performance Indicators During Implementation of Services
  • Provision of comprehensive recommendation reports and strong reporting skills;
  • Successful collection of inputs through two round consultations;
  • Excellent communication skill (verbal communications to large public forums);
  • Timely and successful coordination with relevant parties and submission of the reports.
Location
While this task can be provided from home based, the Senior Specialist will be required to travel to Amman and Baghdad (and Basra/Erbil as required) on missions.Travel Plan

  • 30 working days - Jordan / Amman;
  • 15 working days - Iraq / Baghdad (Basra/Erbil).

Required Skills and Experience
Education:
  • Master degree in Economics, Political Science, Public Administration, International Development or related field with equivalent professional experience.
Experience:
  • A minimum of 20 years of development aid experience with senior responsibilities at project management level, also in related policy areas;
  • A minimum of 10 years working experience as a senior manager in the post conflict and/or transitional countries (planning, programming, implementation, monitoring & evaluation);
  • Working experience in designing and contributing to the formulation of strategies in the areas of State Owned Enterprises restructuring, industrial and, more in general private sector development;
  • A minimum of 10 years of management experience in donor funded private sector development related programmes/projects, of which minimum five in crisis/post-crisis regions including the Middle East;
  • Direct working experience in the private sector would be an asset;
  • Prior knowledge of Iraq, working experience in Iraq and experience with UN Agencies and especially UNDP practices would be important assets.
Languages:
  • Fluency in English.
