Position Description:
The Global Connections team designs and implements academic, professional, cultural, and youth exchange programs for students and emerging leaders around the world. We are seeking a Program Officer I to specifically support the Tasawi Program as well as other Global Connections Iraq programs as necessary. With funding from the State Department Bureau of Near-East Affairs (NEA), Tasawi is a new initiative to empower 2,500 Iraqi women from minority communities with jobs-market skills. Participants will receive business English training as well as Microsoft Office certifications.
Through these trainings and connections to professional support networks, participants will develop jobs skills and be in a better position for employment opportunities.
The program anticipates partnering with up to 30 NGOs throughout Iraq to implement the trainings in the communities where the ethnic minority women live and work. The Program Manager I will provide in-country direction for all program activities, concerns, and objectives to ensure timely implementation of project deliverables as directed by Program Director.
Major Duties/Responsibilities:
- Oversee and manage relationships with local implementing partners and oversee proper execution of subcontracts and scopes of work;
- Manage duties and efforts of Program Officer I and in-country program consultants;
- Conduct regular field and in-person monitoring and evaluation of all program sites and activities;
- Assist with developing content and execution of in-country project workshops and meetings;
- Manage in-country procurement, budget, and financial invoicing from program and implementing partners;
- Oversee capacity development of partner organizations;
- Liaise with funder representatives and provide primary in-country representation for project to all stakeholders;
- Collect and review reporting from implementing partners; assess reports and submit technical and financial quarterly reporting to Program Director;
- Report to Program Director and serve as main point of contact for home office staff
Minimum Requirements:
- Bachelor's degree required, master's degree preferred, in International Development, Middle East Studies, International Education, or related fields;
- Minimum of 7 year of work experience in program management and staff management;
- Minimum of 5 years working in the Middle East, preferably Iraq;
- Minimum of 5 years work on capacity-building and/or training programs for both NGOs and individuals;
- Demonstrated understanding of Middle Eastern culture and knowledge of recent developments in the region;
- Knowledge of and experience working on women's and/or minority issues;
- Knowledge of and experience working on educational development, including English language acquisition;
- Knowledge of job sector and employment needs for women in Middle Eastern countries;
- Proven organizational skills and ability to manage multiple tasks with a high degree of accuracy; high attention to detail
- Ability to work independently and as a team member, take initiative, meet deadlines, and be flexible;
- Ability to manage large, complicated and demanding projects with multiple partners/stakeholders under tight deadlines;
- Strong computer skills including use of databases and proficiency in Microsoft Office and Excel.
Demonstrated strong interpersonal and cross-cultural communication skills;
Strong oral and written communication skills; demonstrated professionalism in written correspondence; excellent presentation and oral communication skills;
Fluency in Arabic, English, and Kurdish required.
