Description
Background
This paper aims to provide a strong analytical basis to inform development plans, policies and programmes for UNDP Philippines and its development partners to respond better to persisting and emerging human development challenges in its cities. Based on evidence based analysis and prioritization of these challenges, the paper will identify strategic entry points and practical interventions for UNDP to work with a wide range of partners, particularly local governments, civil society and the private sector, to improve the welfare of the Philippines’s urban residents and empowerment of critical groups, such as women and youth, and of marginalized groups such as slum dwellers, informal settlers and persons with disabilities. Good practices to support this analysis could include examples of inclusive urban planning and governance processes, innovative tenure models, settlement upgrading, urban basic service delivery models, youth engagement/vocational skills building mechanisms, promoting the status of women in informal settlements, particularly in less developed secondary cities in the country as well as others from other Asia-Pacific urban contexts where appropriate.
Duties and Responsibilities
  • Review existing literature, programming portfolios, relevant policy processes and present good practices on issues relevant to inclusive and sustainable urbanization for the Philippines, with focus on critical issues such as urban poverty reduction, equitable access to healthcare and urban housing, employment, disability-sensitive transportation and urban planning,sanitation and the urban environment with a special focus on the effect on women, youth and other disadvantaged groups. This would include an analysis of lessons learned from UNDP’s engagement in these sectors from 2003-2012, which will be provided by UNDP Philippines;
  • Collect and analyse quantitative and qualitative data (desk review) on urban specific, and other relevant national and regional development challenges and case studies presenting them in a clear and synthesized manner and identifying gaps form a human development perspective. This would include an urban specific analysis of UNDP’s major areas of engagement (Poverty Reduction, Energy & Environment, Democratic Governance, HIV/Health, Crisis Prevention Recovery, Gender Equality and Women’s Empowerment);
  • Draw strategic policy and programmatic recommendations with robust and practical implementing strategy informed by on-the-ground experience and analysis of data to produce a clear medium-term strategy for UNDP in the urban sector in Philippines (in line with the current CPD, UNDAF and the next UNDP Strategic Plan, 2014-17). Focusing on the city of Cebu as the first pilot city for this work, this should also suggest potential partnership and implementation modalities with National and Municipal policy makers, UN agencies (especially UN-Habitat), civil society groups, the private sector and other relevant development stakeholders. This should also help delineate UNDP’s added values vis-à-vis other development players. The paper would also be expected to indicate possible project proposals or pipeline projects as well as concrete ways to strengthen the urban focus under the existing Country Programme Document (CPD) portfolio. This would be conducted in close consultation with UNDP Philippines’s programme and management teams as well as technical inputs from the UNDP APRC Task Team on Urbanization based on the analysis of urban development trends and a clearly articulated strategy for the Country Office.

Required Skills and Experience
Education:
  • An advanced degree, preferably in urban economics or in a relevant subject would be a requirement for this assignment, with a PhD preferred.
Experience:
  • A strong track record of publications on urban development issues in the Philippines;
  • Over 15 years of in-depth regional experience in analyzing urbanization and urban development trends and economic development patterns in the Philippines and the South/East Asia region.
Language requirements:
  • Fluency in English; proficiency in Tagalog would be an advantage.
