Organizational Context:
Under the general direction and overall guidance of the Deputy Director General (DDG) of the Development Sector, the incumbent is responsible for managing and providing oversight and quality control of the activities of the Regional Bureau for Asia and the Pacific with the aim of ensuring timely, effective and efficient achievement of expected results in accordance with the Program and Budget, annual work plans and related performance indicators and targets.
The Director serves as the primary interface for the provision of advice and contribution to the implementation of the Organization's objective of promoting the use of intellectual property (IP) for economic, social and cultural development in all countries of the Asia and Pacific region.
Main duties:
The incumbent performs the following principal duties:
(a) Support the DDG in the management of the Organization's development related assistance in the region by ensuring, through country planning and national IP strategy processes, that expected results are achieved through a coherent, relevant and efficiently delivered set of activities, aligned with national development goals and priorities.
(b) Manage and coordinate key issues relating to the design, development, implementation, monitoring and assessment of national IP strategies, country plans, development cooperation programs, in line with WIPO's results-based management framework. Coordinate across organizational units including external offices as needed.
(c) Initiate measures to strengthen cooperation in the field of IP among countries or groups of countries in the region.
(d) Act as focal point for the delivery of services by other parts of the Organization to the countries of the region.
(e) Provide overall direction to staff, clarify performance expectations and desired results, monitor and oversee progress, provide guidance and take timely action and/or decision to ensure delivery and achievement of desired objectives.
(f) Represent the Organization and participate in various regional and/or country fora and strategic deliberations, meetings and seminars.
(g) Perform other duties as necessary.

REQUIRED QUALIFICATIONS
Education:
Essential:
Advanced university degree in law, economics, international relations, development studies or related discipline. A first-level university degree plus two years of relevant experience in addition to the experience requested below may be accepted in lieu of the advanced university degree.
Desirable:
Qualifications in the field of IP and Project formulation, management and evaluation.
Experience:
Essential:
At least 15 years of professional work experience gained in the field of intellectual property, diplomacy, international cooperation or development. Experience with and knowledge of the social, economic and legal systems of the countries of the Asia and Pacific region.
Desirable:
Experience in the field of IP cooperation for development. Experience with and understanding of results-based management.
Skills:
Ability to manage and lead a team;
Excellent communication, presentation and interpersonal skills and ability to maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;
Sound judgment, analytical and decision-making skills;
Confident user of Microsoft Office applications (Word, Excel, Outlook, PowerPoint) and the internet.
Languages:
Essential:
Excellent knowledge of English.
Desirable:
Knowledge of other official UN languages.
Annual salary:
(Net of tax)
95,394 USD
103,204 USD (with primary dependants)
Post adjustment:
99.4 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
Additional Information:
Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.
  • Initial period of two years, renewable, subject to satisfactory performance. No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
