The African Network for Drugs and Diagnostics Innovation (ANDI) was launched in 2008. ANDI's Mission is 'to promote and sustain African-led health product innovation to address African public health needs through efficient use of local knowledge, assembly of research networks, and building of capacity to support economic development'. The expected outcome is the discovery, development and delivery of affordable new health tools including those based on traditional medicine, as well as the development of capacity and centers of excellence in health innovation.
The purpose of the position is to design, implement and oversee financial management practices to support and enhance ANDI programmes, increasing transparency and impact. This position is located in the Secretariat of the African Network for Drugs and Diagnostics Innovation (ANDI), offices in Addis Ababa, Ethiopia. ANDI is under the administrative authority of the UNOPS and the operational guidance of the ANDI Board, and draws upon the technical resources of partners
Functional Responsibilities
Description of duties:
Under the supervision of the ANDI's Executive Director, provide overall administrative and financial support for the ANDI programme.
Specific responsibilities include:
Finance Function
  • Collaborate with the relevant administrative staff at UNOPS in the development and implementation of ANDI's administrative and financial processes including but not limited to HR, book keeping, financial tracking and reporting;
  • Support the implementation of the Organization's technical projects and activities by planning and controlling all financial and administrative services/support required;
  • Formulate general and specific budgetary estimates for regular and extra budgetary funded projects and implement/monitor the accounting of approved budgetary allocations by programs;
  • Coordinate the periodic collection and analysis of pertinent economic and financial data in order to recommend rates or adjustments to rates for special service agreements, special contractual arrangements, agreements with donors, other participating institutions, etc.;
  • Ensure basic program and budget management functions, in particular follow-up of program implementation, human resources plan and operation plan.
  • Ensure that financial audits or reviews take place in the manner agreed in the grant agreement or as needed;
  • Prepare monthly financial and administrative reports and documents, consolidating individual financial and progress reports from implementing entities for Senior Management or the Governing Bodies, and present or support the report as needed;
  • Ensure financial reports are submitted in a timely manner by the implementing entities, review the reports, provide clearance, comments and recommendations;
  • Prepare reports and documents related to ANDI administration and finances Advise and guide ANDI personnel on UNOPS Financial Rules and Regulations
  • Advise Programme Manager(s) as to appropriate programmatic and financial decisions that will lead to the achievement of objectives set out in the departmental work-plan and budget.
  • Perform ongoing review, analysis and reconciliation of accounts, investigating discrepancies and initiating timely corrective actions including implementing effective financial risk management practices as needed;
Administrative Function
  • Work with the UNOPS and the Executive Director in administration of personnel policies and apply regulations, rules and procedures concerning recruitment, appointment, benefits, and other personnel matters including issues related to immunities and privileges as they apply to international staff as well as local labor legislation as it applies to locally recruited administrative personnel, contractual services and special service agreements;
  • Assist in the planning, design, development, and maintenance of the Office's computerized information systems; undertake feasibility studies, analyze and recommend modifications to existing applications, etc.;
  • Develop and recommend annual staff development programs in order to improve the efficiency and effectiveness of the Office's administrative and managerial capability; plan and organize the implementation of approved training; participate or provide training in subjects related to administration;
  • Guide project managers and other personnel of projects with respect to the management of all administrative operations and services; ensure that pertinent UNOPS rules and regulations as well as conditions of agreements with donors and the government are observed;
  • In collaboration with UNOPS staff, develop, implement and ensure UNDSS institutional/organizational security measures are complied with;
  • Ensure basic program and budget management functions, in particular follow-up of program implementation, human resources plan and operation plan.
  • Advise and guide ANDI staff on UNOPS administrative rules.

  • Work with other ANDI departments to support inter-departmental initiatives that contribute to the achievement of the ANDI Strategic Plan;
  • Contribute to efforts by the ANDI Executive Director to mobilize resources and maintain donor relations.

Responsibilities
Within delegated authority, the Human Resources Assistant will be responsible for the following duties:
RECRUITMENT AND PLACEMENT:

Background
UNDP works closely with governments and regional institutions to build capacities at the continental, regional and national levels for conflict prevention and reducing disaster risk. The goal of BCPR's presence in UNDP Regional Service Centers (RSCs) is to ensure substantive advice on crisis prevention and recovery (CPR) issues to all UNDP work streams. Specifically, the CPR practice provides substantive partnerships support and performs cross-practice integration and coordination functions strengthening UNDP support to Country Offices in the formulation and implementation of Programme and projects for Conflict Prevention, Disaster Risk Reduction, Livelihoods and Economic Recovery, Crisis Governance, Rule of Law, Justice and Security, Women in Conflict Prevention, Peacebuilding and Recovery.
As part of this support, BCPR is currently implementing on behalf of the Regional Bureau for Africa (RBA) a CPR regional Project. The UNDP Regional Programme aims to address capacity gaps in conflict prevention and disaster risk reduction, early recovery and peace building of Regional Economic Communities (RECs). The programme is set to provide a platform to deliver capacity development initiatives, including provision of technical assistance and policy advice, to strengthen the capacities of the RECs and for them to integrate DRR and Conflict Prevention into their development policies, strategies and mechanisms, thereby lowering the threat level of conflict and natural hazards to vulnerable populations. Under the overall guidance and direct supervision of the CPR Practice Coordinator and in collaboration with the CPR team, the intern will provide support to the implementation of regional activities to be carried out under the project and other related activities of the CPR practice. Support the CPR team in Planning, Programme and Operations Activities, focusing on achievement of the following results:
  • Draft and edit, briefing notes, concept papers, and presentations;

  • Support the development of preparation of the mapping of partners;
  • Participate in meetings and perform other programme/practice implementation support tasks as required.
Provide support to the CPR team in Communication & Knowledge Management, focusing on achievement of the following result:
  • Prepare relevant communications materials;
  • Assist in developing and disseminating CPR knowledge product;
  • Support the online Conflict Prevention Community of Practice;
  • Support updates of Internet and Teamwork as required.
Conduct Research and Manage Files, focusing on achievement of the following results:
  • Compile information on CPR related projects on country, regional, and continental levels;
  • Undertake research on related donors initiatives on CPR issues in the region;
  • Manage files and online database of related documents in a structured way.

Background
UNDP Environment and Energy Group (EEG) is based in UNDP's Bureau of Development Policy and is responsible for providing leadership and technical support to delivery of the Environment and Sustainable Development pillar of UNDP's Strategic Plan. It's main focus is on helping countries develop the capacity to fully incorporate environmental sustainability into development at national and local, but also global and regional, levels.
The Environment and Energy Group (EEG) is organized into substantive technical teams with a Principal (PTA) being the team leader within each area. Each team leader supports and guides a team of Regional or Senior Technical Advisors (RTAs/STAs). As well as being a member of a technical team, each RTA/STA is also a member of a regional team, which consists of RTAs/STAs from all technical teams working together under the leadership of a Regional Practice or Team Leader. The regional teams are based in regional centres from where they support UNDP's country offices and partners in their region.
The work of the UNDP ecosystems and biodiversity team is concentrated in environmental policy, governance and finance where the emphasis is on assisting country partners to create the systemic and institutional capacities required to drive private sector investment away from unsustainable practices that have negative consequences on ecosystem function and towards practices that maintain ecosystem function and resilience, and hence are sustainable in the long term.
Particular emphases include helping countries unleash the economic potential of protected areas and mainstreaming biodiversity and ecosystem services into markets. Key approaches include payments for water and carbon storage services, the establishment of green businesses and green lending, and the transformation of market driven production, supply and consumption mechanisms to ecological, as well as, financial and social sustainability.
The team also helps country partners identify, access, combine, and use the various financial mechanisms available to support ecosystem and biodiversity management including: payments for ecosystem services; multilateral grant financing such as the Global Environment Facility (GEF) Trust and Adaptation Funds (LDCF, SCCF); the various emerging carbon funds, including REDD, the Adaptation Fund and the Carbon Investment Funds (CIF) of the World Bank; and market based mechanisms such as the CDM and voluntary markets.
The STA works under the overall supervision of the Executive Coordinator and Director a.i. in the UNDP-GEF Directorate. The STA will be based in Addis Ababa, Ethiopia and is expected to travel frequently.
Duties and Responsibilities
Given the highly complex technical nature of ecosystems and biodiversity, the position of STA requires a complex combination of advanced technical, scientific, economic, policy, advocacy, communication and networking skills combined with a full understanding of the complexity of both climate change and biodiversity local and global issues, policies and negotiations. The STA must also have strong leadership and managerial skills, experience managing multidisciplinary multicultural global teams, and a good understanding of programming and projects in developing countries
The role of a Senior Technical Advisor (STA) is to:
  • Provide technical guidance and team management;
  • Develop and advocate innovative policy and financial mechanisms;
  • Identify and develop cutting edge strategic programmes, projects and activities;
  • Produce development impacts and results for country partners.
The key results expected from the STA are:
Guidance, Management and Coordination
  • Guidance, management and oversight of the UNDP Ecosystems and Biodiversity team of specialized ecosystems and biodiversity Technical/Senior Advisors, currently 15. This includes the provision of strategic direction, management oversight, and development of both the programme and the team supporting it.
Policy Development, Dialogue and Advocacy:
  • The development of key policy initiatives, advice, support and advocacy on ecosystems and biodiversity both within UNDP and with UNDP's direct partners. This includes the development of complex policy positions at the interface of scientific knowledge and social, political and economic feasibility. Wide ranging consultation with key partners and the development of strategic partnerships around positions and initiatives. Dialogue and advocacy to effect change.
Programme Development:
  • Development of strategic programmes, projects and other initiatives. Identification of funding opportunities, sources and partners. Identification of new business opportunities, business lines, and self-funding environmental finance service facilities.
Delivery of Results and Impacts:
  • Effective delivery of results and impacts through high quality oversight and implementation support including technical support, monitoring, troubleshooting, evaluation, reporting, and dissemination of results and impacts.
Impact of Results
The results of the work of the STA impact on the standing and reputation of UNDP both globally and in all the countries served. Overall, the decisions taken by the STA also impact: the relations and credibility of UNDP with programme governments, civil society and donors; programme success or failure; the efficiency and effectiveness of resource allocations within UNDP. The STA has regular contact with regional technical advisors in monitoring UNDP ecosystems and biodiversity programmes and projects. The STA makes recommendations to UNDP management on necessary courses of action in response to changes in the country or global context and new programme and resource mobilization opportunities. When requested, the STA represents UNDP in international and national fora, in particular the COP to the UNCBD, and liaises with counterparts from other international organizations in furthering the UNDP EBD programme. The STA promotes good cooperation and coordination among programme and operations staff and between the Country Office and Government counterparts.

Objectives
The Private Sector Department is responsible for all private sector operations falling within the umbrella of the Bank Group's private sector development strategy. The department plans, organizes and carries out the activities related to private sector project identification, preparation, appraisal, and implementation. The department also provides financial and technical assistance for private sector projects and programs and supports the Bank's country diagnostic and strategy work as well as enabling environment reform programs to improve the investment climate in Africa. The Infrastructure Finance Division (OPSM3) is responsible for originating all infrastructure operations that do not have an explicit sovereign guarantee from the beneficiary country. This includes non-sovereign guaranteed projects in the power, transportation, telecommunications and water sectors. The division leads project teams that identify, appraise and process infrastructure projects until first disbursement, at which point primary responsibility is passed to the portfolio management division.
Duties and responsibilities
Under the supervision of the Department Director, the Manager of OPSM3 will:
  • Plan and coordinate conferences and missions to promote the Bank's non-sovereign infrastructure operations and to identify potential financing opportunities.
  • Plan and coordinate the preparation of preliminary evaluation notes on new projects for submission to the Department Management Team.
  • Plan and coordinate the establishment of project appraisal teams for projects that have been cleared for inclusion in the pipeline.
  • Plan and coordinate the preparation of project concept notes and their submission to the appropriate country teams and the operations committee for review.
  • Plan and coordinate due diligence missions for projects cleared for appraisal.
  • Plan and coordinate the preparation of project appraisal reports and their submission to the appropriate country teams and the operations committee (or the vice president) for review and clearance.
  • Plan and coordinate the submission of project appraisal reports to the Board of Directors for approval including consultation with Executive Directors, the preparation of Q&A notes, and attendance at the Board meetings.
  • Plan and coordinate negotiations with clients and the preparation of final project legal documentation for signature.
  • Plan and coordinate the clearance of conditions precedent and the submission of documents to ensure effective disbursement of committed projects.
  • Regularly update the annual project processing schedule and participate in the weekly PSO coordination meeting.
  • Develop and maintain relations with counterparts at other DFIs.
  • Ensure the effective implementation of internal process controls for all private sector projects.
  • Plan and coordinate the preparation and utilization of the budget for the division.

Selection Criteria

  • At least a Master's degree (or its university equivalent) in Business, Finance or Economics;

Candidate must have at least (10) years of progressively relevant experience, of which at least (3) years should be in senior management position in the field of gender and development, Communication, social Sciences, Law among others. Previous experience at national, regional and / or international level, and broad of in- depth knowledge of gender issues especially in the field of advocacy, coordination and outreach are added advantages.
4. Languagerequirement:
Proficiency in English or French languages. Knowledge of one or several other working language(s) would be an added advantage
5. TenureofAppointment:
The appointment will be made on a fixed term contract for a period of three (3) years, of with the first twelve months will be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables.

Remuneration: Indicative basic salary of 47,829.00 per annum plus other related entitlements e.g. Post adjustment (46% of basic salary), Housing allowance 16,819.20 per annual), education allowance (75% of tuition and other education related expenses for every eligible dependent (21 years) up to a maximum of US$7,800.00 per child per annum), etc for internationally recruited staff of the Commission.
