Purpose of the Position
Under the supervision of the ICT Specialist and head of the ICT4D section, the Technology Officer in the medium size office is expected to identify emerging technologies and support their scale-up and adaptation, with a view to improve the implementation, management and monitoring of the UNICEF programme in Burundi.
Key Expected Results
1. The use of technology to strengthen and support field operations programming, surveillance, monitoring and evaluation, advocacy and communication/media work.
2. The applications' interface design, testing and the training of end users in the Country Programme on RapidSMS and allied applications covering programmatic areas of health/nutrition, food security, water and sanitation, child protection, emergency response, supply and communication.
3. Support capacity building in the office and among partners, for T4D activities benefiting Burundi's children and work closely with UNICEF staff to identify and evaluate programmatic challenges, assess appropriateness and suitability of potential technological solutions, and advise, coordinate and oversee T4D related initiatives.
4. Day to day guidance of a proactive and action-oriented T4D working group based on a joined innovation work plan, representing all key UNICEF sections and stakeholders, with a clearly defined vision and capacity to provide technical and programmatic direction and support.
5. Identifying, working with and coordinating technical and programmatic project partners by assessing project needs and develop a strategy that seeks to meet immediate UNICEF programmatic demands while building in-country technical project partner capacity.
6. Work with open-source development communities, local innovators, youth organizations, cultural and religious organizations, NGOs, the private sector, local media and academia to provide a space to nurture and test new and innovative ideas develop the next generation of thought leaders and build local capacity. 7. Participate in the scalability, replicability and sustainability of T4D projects.
Qualifications of Successful Candidate
- A first-level university degree (Bachelor's) in Computer Science, Information Science, Business Administration, Engineering, Industrial Design or a directly-related technical field(s) is required.
- A minimum of two (2) years of relevant experience, at the national and international levels, in the use of technology for development is required.
- Prior experience in the deployment, management and utilization of technology solutions to address programs and operational needs is required.
- Prior experience in managing relationships with a broad spectrum of partners, such as youth coalitions, universities, intellectual leaders, UN organizations, NGOs and the private sector is considered highly desirable.

- Prior experience in negotiation, networking, strategic thinking, advocacy and fundraising is considered highly desirable.
- Prior hands on experience in Rapid SMS technologies in deploying, maintaining and supporting office applications on virtual machines is considered an asset.
- Prior work experience in a developing country is considered an asset.
- Fluency in English (written & verbal) is required. Working knowledge of French is considered highly desirable. Knowledge of an additional UN Language (Arabic, Chinese, Russian, Spanish) is considered an asset. Competencies of Successful Candidate
