Organizational Setting and Reporting
The African Union/United Nations Hybrid Operation in Darfur (UNAMID) seeks to recruit an Administrative Officer for the El Fasher HQ. Under the overall supervision of the Senior Administrative Officer, the incumbent shall carry out the following functions:
Responsibilities
  • Within delegated authority, the Administrative Officer will be responsible for the following duties:
  • Human Resource Management
  • Effectively coordinates actions relative to the administration of human resource activities, ensuring consistency in the application of UN rules and procedures.
  • Provides information on conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
  • Provides guidance and leadership to more junior staff.
  • Budget and Finance
  • Takes the lead with respect to the preparation and implementation of the work programme, ensuring that financial resources are utilized to implement activities in accordance with the Programme Budget and allotments issued.
  • Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of mission reports.
  • Defines requirements and work with systems units with respect to improving budget reporting systems and cost effective utilization of program resources.
  • Develops procedures and implement same to ensure that accounting and financial management controls are consistent with UN policy and practice.
  • Supervises and/or provides guidance on financial administration and management information issues and practices to colleagues.
  • Provides guidance and leadership to more junior staff.
General Administration
  • Oversees work related to procurement, billing and receipt of income from various services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services.
  • Reviews adequacy of departmental space requirements.
  • Oversees the identification of office technology needs and maintenance of equipment, software and systems.
  • May serve as member of the Local Committee on Contracts, Local Property Survey Board, Local Claims Review Board and/or the Board of Inquiries, as and when appointed by the Director of Mission Support (DMS) and approved by UN Headquarters New York.
  • Assumes the role of liaison officer between the Administration and other components of the missions.
  • Responsible for the Evacuation Plan with regard to mission civilian staff and their dependents living in the mission area.
  • Advises on UN administrative and regulations and ascertain compliance.
  • Provides guidance and leadership to more junior staff

Education
High school or equivalent diploma is required. Technical or vocational certificate in business or public administration, finance, human resources management, accounting or related area is a requirement.
Work Experience
At least ten years of progressively responsible experience in administration, finance, accounting, human resources management, audit, or related field, including experience at the managerial level. The minimum years of relevant experience is reduced to five years for candidates who possess a first level University degree.
Languages
English and French are the working languages of the UN Secretariat. For this position, fluency in oral and written English is required, knowledge of Arabic is desirable.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
