Organizational Setting and Reporting
This position is located in the United Nations Interim Forces in Lebanon (UNIFIL). The Supply Officer will report to the Head of Supply Section.
Responsibilities
Within delegated authority, the Supply Officer will be responsible for the following duties:
  • This job is primarily involved with contract management, furnishing all types of supplies, equipment, material, property, and certain services to the Peacekeeping Mission and receiving and inspecting supplies upon arrival at the mission. An incumbent at this level typically:
  • Provides effective and timely planning, oversight, management and coordination of supply support operations;
  • Integrates and monitors the implementation of supply support plans at the field mission;
  • Liaises between field missions and Headquarters staff on field supply matters and coordinates day-to-day support of supply operations;
  • Plans and coordinates supply support to new, sustaining, expanding, contracting and liquidating peacekeeping operations and other field missions;
  • Manages a field supply operation;
  • Negotiates with COE Unit for the provision of military goods and services;
  • Undertakes detailed research and develops formal submissions/recommendations to senior management with respect to issues involving supply contract claims;
  • Develops response to contractual and legal issues pertaining to claims management;
  • Identifies and implements improved claims management processes and systems that directly affect all peacekeeping missions;
  • Manages review of market research and best practices in contract development, identifies areas for improvement, trains staff and adapts such practices to United Nation's (UN) requirements;
  • Develops, reviews, evaluates and upgrades policy and procedures for use by headquarters and field supply staff;
  • Authorizes requirements for commercial procurement;
  • Manages allocation and control of all equipment and stores received, stored and distributed by the mission;
  • Supervises assigned staff;
  • Will be responsible for managing Centralised Warehousing concept;
  • Reduce inventories and plan on the Just-in-Time concept;
  • May perform other related work as required.

Education
  • Advanced university degree (Master's degree or equivalent) in business administration, public administration, engineering, law or related field.
  • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
  • Must have a valid driving licence, to be able to attend meetings and do inspection in the AO.
Work Experience
  • A minimum of seven years of progressively responsible experience in supply services, administration, logistics, engineering, project management or related area.
Languages
  • Fluency in oral and written English is required. Knowledge of French and/or Arabic is desirable.
Assessment Method
  • Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
