Under the guidance and direct supervision of the HR Specialist, the National Human Resources Officer ensures the effective delivery of SSOC HR services, ensuring high quality, accuracy and consistency of work. He/she interprets and applies HR policies, rules and regulations, implements internal procedures and provides solutions to a wide spectrum of complex HR issues. He/She promotes acollaborative, client-oriented approach consistent with UNOPS rules and regulations and contributes to the maintenance of high personnel morale.
The National Human Resources Officer may supervise and lead personnel of the HR Unit. He/she works in close collaboration with the Programme, Operations and project teams in SSOC and UNOPS HQ personnel ensuring successful performance in HR management.
The National Human Resources Officer is expected to apply theoretical conceptual models, make rudimentary analysis of project parameters in support of greater programme development activities. The team environment provides rich learning opportunities and facilitates rapid professional development. The duties performed as well as external contacts are rather limited. The incumbent grows professionally to be able to embrace responsibilities at higher levels.

Provides support to the implementation of HR strategies and policies focusing on achievement of the following results: (a) Full compliance of HR activities with UN rules and regulations, UNOPS policies, procedures and strategies; effective implementation of the internal control, proper design and functioning of the HR management system; (b) SSOC HR business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in HR management, control of the workflows in the HR Unit; (c) Analysis and elaboration of proposals on the strategic approach to recruitment, proper use of contractual modalities, forecast of the staffing needs, performance evaluation and career development management. Provides support to effective human resources management focusing on achievement of the following results: (a) Management of actions related to the unit's human resource activities, e.g., recruitment (including annual recruitment plans), job descriptions, job classification, vacancy announcement, screening of candidates, organization of interview panels, placement, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UNOPS rules and procedures; (b) Oversight of recruitment of UNOPS project personnel; (c) Information and advice to UNOPS personnel on the conditions of service, duties and responsibilities, and privileges and entitlements under the UN Staff Rules and Regulations; (d) Support to management of entitlements and position funding delegated to the HR Unit; (e) Development and management of rosters; (f) Information and supports planning of SSOC staffing needs for inclusion in the staffing table; (g) Liaison with UNDP and other UN agencies as and when appropriate to ensure consistency with other UN–wide regulations and rules; (h)Preparation and/or review of human resources submission requests to HQCPC, in accordance with relevant Procurement/HR guidelines; (i) Assistance in the planning and development of the HR components of the office's annual report; (j) Provides support to proper performance management and career development focusing on achievement of the following results; (k) Support to the implementation of the protocol for the performance appraisal process, facilitation of the process; (l) Support effective learning management including the establishment of the office Learning plan and individual learning plans in collaboration with Senior Management; (m) Provision of effective counselling to personnel on career advancement, development needs, learning possibilities; (n) Implementation of strategic staffing policies in line with career development. Provides support to knowledge building and knowledge sharing, focusing on achievement of the following results: (a)Organization of training for the operations/ projects personnel on HR-related topics; (b) Sound contributions to knowledge networks and communities of practice; (c)Synthesis of lessons learnt and best practices in human resources.

Education
Master's Degree or equivalent in HR, Business Administration, Public Administration or related field. Applicants with a Bachelor's Degree with additional two years of relevant working experience will also be considered.
Experience
  • Minimum 2 years of experience is required at the national or international level in providing HR advisory services and/or managing personnel and operational systems;
  • Minimum 2 years of experience is required in the usage of computers and office software packages (MS Office 2003 and/or newer versions) and experience in handling of web-based management systems.
Languages
  • Fluency in written and spoken English;
  • Knowledge of a national language of the duty station highly desirable.
CertificationsCertification in Human Resources Management.
