JOB SUMMARY:
The Director of Program and Country Operations Support provides strategic oversight, operational support and management for a diverse range of program activities implemented by Country Representatives and Country Managers in his/her assigned countries. Areas of accountability include country program planning and development, program implementation oversight, and capacity building (including leadership development and talent management). The Director supervises a Program and Country Operations Support team, as well as Country Representatives and Country Managers in assigned countries. In addition, this position collaborates extensively with the Program Strategy & Impact team, as well as the External Relations and Operations divisions. The assigned countries may vary depending on funding availability and programmatic needs. This position is based in one of EngenderHealth's offices in Africa.
RESPONSIBILITIES :
Country Program Planning and Development – 35%
  • In collaboration with the Program Strategy & Impact team and partnering with Country Representatives and Country Managers, the incumbent will lead the process of analyzing strategic issues relevant to assigned countries and identify approaches at the country and project level that contribute to the achievement of organizational goals and priorities.
  • Lead the process of developing long-term country and regional program strategies, long-term strategic partnerships, annual work-plans, and budgets aligned with EngenderHealth's mission, global strategies, policies, and procedures.
  • Maintain on-going dialogue with and among Program Strategy & Impact team, External Relations division, Operations division, Country Representatives and Country Managers to ensure that diverse perspectives are considered for design and planning efforts related to assigned countries.
  • In close collaboration with the Vice President of External Relations, ensure EngenderHealth is adequately represented with external agencies (donors, in-country agencies, other international reproductive health agencies) that are essential to the success of the country programs and serve as a spokesperson and representative.
  • In close collaboration with Country Representatives, Country Managers, Program and Country Operations Support team, and the Business Development team provide strategic leadership for local resource mobilization and diversification, including supporting ongoing environmental scanning, and development of concept notes and proposals.
Program Implementation Oversight – 40%
  • Oversee the group of countries in program portfolios and ensure adequate program management and operations support for each portfolio, including developing virtual and cross-functional teams based on clear matrix management roles and responsibilities.
  • Provide strategic leadership for identifying opportunities and implementing actions for improving efficiency and effectiveness of program management functions that will result in greater synergies across programmatic activities within portfolios.
  • Ensure appropriate quality and level of country resources (e.g. staffing, technical, operations) and budgetary resources for robust and successful country programs.
  • Oversee the provision of effective program management at all levels including stewarding donor resources and fostering accountability, integration and partnership across the Program Division and with other divisions of the organization.
  • In close collaboration with the Program Strategy and Impact team and Global Project Directors, identify short term technical assistance needs and ensure compliance with global technical standards and practices
  • Ensure strong coordination of technical support to country programs and projects.
  • Oversee regular program portfolio reviews and budget pipeline reviews to monitor performance based on programmatic results and cost, identify challenges with programmatic implementation, and oversee course corrections as needed.
  • In close collaboration with the Chief Operating Officer, ensure compliance with donor and statutory financial and contractual requirements and with EngenderHealth SOPs.
  • Oversee the enhancement of systems and processes for ensuring submission of quality donor reports.
  • Lead and direct the analysis and review of programmatic results and impact to ensure future funding where possible.
Capacity Building - 25%
  • Supervise, coach and mentor Country Representatives and Country Managers, and the Program and Country Operations Support team by role-modeling leadership qualities and behaviors, delegating, and facilitating development of future country leaders.
  • Identify in close collaboration with Program Strategy & Impact team and with Human Resources leadership development opportunities
  • In close collaboration with the Program Strategy & Impact team identify opportunities for south-to-south exchange of technical tools and resources to support innovative and successful country programming and timely technical clearance and approval of publications and presentations for conferences, donors, or other events.
  • Lead cross-cutting initiatives for enhancing country leadership and country engagement in strategic, program, and policy efforts.
  • Travel up to 30% of the time,
  • Perform other duties as assigned.
EDUCATION, EXPERIENCE & CERTIFICATIONS :
  • Master's Degree in public health, health sciences, or related advanced degree.
  • Minimum of 15 years' experience and demonstrated technical and program management leadership working with USAID and other donor funded projects in RH/FP, MCH, or HIV.
  • Minimum 5 years as a Project Director or Senior Program Manager for complex, donor-funded development programs.
  • A proven leader, manager, and mentor, with excellent interpersonal skills, capable of directing and managing change, and inspiring teamwork and high-performing teams.
  • Experience in leadership development and training, including mentoring and coaching.
  • Demonstrated leadership in working with host country officials from the public, private commercial, and NGO sectors
  • Significant long and/or short-term experience with field-based program management in sub-Saharan Africa or South Asia.
  • Experience and demonstrated success in resource mobilization and managing donor relations.
  • Experience in developing and evaluating regional and country program strategies.
KNOWLEDGE, SKILLS AND ABILITIES :
  • Knowledge of family planning and reproductive health, HIV, and gender issues in general and particularly in assignment region/countries.
  • Ability to develop, manage, monitor, and evaluate comprehensive health programs.
  • Excellent interpersonal and communication skills.
  • Demonstrated experience managing cross-functional teams in matrix structures.
  • Fluency in English at S5/R5 level required; level S/R 3-5 in French required; Spanish or other relevant language a plus.
  • Strategic and creative thinking.
  • Entrepreneurial, with a strong sense of marketing, competitive strategy, and donor stewardship.
