Background
The United Nations in Bahrain and the Government of the Kingdom of Bahrain have agreed to set out their cooperation in a Strategic Framework (SF). This entails a period of consultations, analysis and planning exercises at the end of which a Strategic Framework document will be developed and signed between the parties.
The Office of the Resident Coordinator aims to bring together the different UN agencies to improve the efficiency and effectiveness of operational activities at the country level. It supports and facilitates cooperation and coordination among programmes and agencies. The Office requires support in the areas of administration and logistics, including arrangements related to the Strategic Prioritization Retreat and preparations for UN Day. The consultancy will perform essential support functions in order to make the SF planning process and the UN Day a success. The Office of the Resident Coordinator leads the Strategic Framework process, on behalf of all resident and non-resident UN agencies working in Bahrain.The Strategic Framework process requires knowledge and sensitivity for the current context of Bahrain.
Duties and Responsibilities
  • The consultant shall support the RC Office in planning and organizing the UN Day and the Strategic Prioritization Retreat;
  • The consultant will deliver a short report of key outcomes from the Strategic Prioritization Retreat.
Specifically, the project activities are:
Planning Events activities:
  • Maintenance of an up-to-date contact list for all identified participants in RC Office events;
  • In accordance with UNDP's procurement guidelines, and in close collaboration with the Procurement Officer, lists criteria for and invites tenders to design and print invitations, book a venue, organize catering, transport, and multi-media equipment, etc;
  • Ensures all essential material for participants in RC Office events (name tags, paper, pens, markers, etc, etc)
  • Assists in documenting the discussions and outcome of the Strategic Prioritization Retreat in a clear and concise way.
Expected Outputs and Deliverables:
  • Organization of UN Day 1 month October 24, 2013;
  • Organization of Strategic Prioritization Retreat and communication around this event. 1 month Date of event to be confirmed (October/November 2013);
  • Post Retreat and UN Day administration 2 weeks Post administration work one week after Retreat and UN Day;
  • End of Strategic Prioritization Retreat report 1 week Report due 1 week after Retreat.
Institutional Arrangement:
  • The consultant will report to the UN Coordination Analyst;
  • Planning, proposals and approval of said activities will be presented by the consultant to the UN Coordination Analyst for approval;
  • The consultant will support the UN Coordination Analyst in identifying all individuals, UN agencies and Bahraini stakeholders with whom to liaise, coordinate and collaborate;
  • The UNDP Procurement Officer must be consulted on the process, format and time required for procurements, and will himself conduct any procurement related to the events. The Office of the Resident Coordinator as a whole needs to be regularly informed of activities related to the events and activities in order to ensure good and timely planning in relation to the calendar and commitments of the Resident Coordinator and his support staff. The members of the United Nations Country Team (UNCT) will be involved in deciding on contents, participants and timing of the planning events.
Duration of the Work:
  • The consultancy is expected to be a 3 month long contract position. The key deliverables need to be presented within the time allocation outlined above, whereas the dates for the planned events may change as per the availability of the stakeholders to attend;
  • Due to the many stakeholders involved, all key deliverables produced by the consultant need to be submitted well in advance of each event and output, in order to allow for review and approval;
  • The Strategic Framework and its related planning events will involve high-level representatives of the United Nations and the Kingdom of Bahrain. As such, the key deliverables, once dates have been confirmed, do not allow for any delays. Any delays will cause the contract to be terminated.
Duty Station:
  • The consultancy will take place in the Kingdom of Bahrain. The consultant will be stationed at the Office of the Resident Coordinator in Manama.

  • Excellent organizational skills and proven ability to work independently and ensure deliverables within assigned deadlines;
  • Excellent interpersonal and communication skills;
  • The consultant should demonstrate integrity by modelling the UN's values and ethical standards;
  • Display cultural, gender, religion, race, nationality and age sensitivity and adaptability.
Required Skills and Experience
Education:
  • The consultant must possess an Bachelor's degree.
Experience:
  • Minimum of 1 years of experience in project management, administrative support, communication and/or events management.
  • The consultant needs to have documented skills in delivering high-quality events, including administrative and IT skills;
  • Knowledge of Sharepoint and Outlook will be valuable. Excellent written and oral communication abilities are required, including report writing skills;
  • The consultant must have experience of working in different cultures, with ability to undertake effective and sensitive cross-cultural communication;
  • Experience working collaboratively in a team structure in a multicultural environment.
Language:
  • Fluent in English.
Scope of Price Proposal and Schedule of Payments:
Contracts based on daily fee:
  • The financial proposal will specify the daily fee, all expenses quoted in separate line items, and payments are made to the Individual Consultant based on the number of days worked.
Travel:
  • In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
