Background
HAP-International is a partnership of humanitarian agencies dedicated to building a system of self-regulation based upon quality management and accountability principles, with a specific commitment to making humanitarian action accountable to its intended beneficiaries. This objective is pursued through providing capacity building support for member agencies, researching and improving the impact of quality management of humanitarian action, and establishing a system of quality management certification.
Job Purpose: Develop and provide technical support to humanitarian agencies with the objective support the delivery of quality programmes in emergency settings that are accountable to affected populations; support the link between policy and practice on accountability issues; advocate for more accountability to affected populations at sector level.

Responsibilities
1. Specific responsibilities
As the quality and accountability officer, the post holder will fulfil 3 main responsibilities:
Take a lead role in planning, implementing and reporting on deployments Strategically reflect on, and document, links between policy and practice
Contribute to HAP's policy and advocacy work on accountability to crisis affected communities, and promotion of the HAP Standard
a) Take a lead role in planning, implementing and reporting on deployments Develop and implement HAPs annual deployment strategy, in consultation with members.
  • Develop, implement and review, in consultation with membership and the Head of Policy a strategic approach to deployments, based on the revised Deployment Policy.
  • Lead, in consultation with the Head of Policy, on all necessary pre-deployment planning activities. These responsibilities include: conducting scoping missions, teleconferences, preparing terms of reference, consulting with members and other key stakeholders, researching potential deployment sites, selecting consultants and/or staff for secondment to the team, orienting new team members, security arrangements, Develop bi-lateral MoUs to clarify expectations and commitments.etc.
  • Work collaboratively with Deployment Team colleague/s to assess, identify and deliver support activities to agencies engaged in the deployment with an aim to strengthen their understanding of, and ability to apply, the HAP Standard.
  • The accountability policy officer will work with member agencies, their partners and a range of other interested agencies participating in the humanitarian response, to design and implement context-specific accountability mechanisms and strengthen quality management systems related to programme delivery. Ensure the health, safety and security of the deployment team. in country, with the support of HAP members in country.
  • Propose a fair division of logistics and administrative tasks related to sustaining the deployment, assuming allocated responsibility for all relevant tasks and ensuring that they are undertaken and completed in a timely fashion.
  • Monitoring and managing finances for the team and reporting to donors and other stakeholders as appropriate.
  • Maintain regular contact with Secretariat, in particular the Head of Policy, providing updates on progress and consulting on important decisions. In particular, develop, maintain and report against a workplan for the team that enables meeting the ToRs for the deployment, renegotiating and updating as required.
b) Strategically reflect on, and document links between policy and practice
  • Identify good practices of accountability and quality management in humanitarian action, in particular during deployments
  • Complement the Policy Services' overall objectives,by documenting and disseminating good practice, tools, and lessons learnt to the wider humanitarian community through appropriate means.
  • Support and be involved in research activities undertaken. In particular, feed into the Humanitarian Accountability Report and other relevant HAP publications.
  • Provide support on policy related issues in preparing HAP's general assembly
  • Support development and revision of HAP policies.
c) Contribute to HAP's advocacy work in favour of accountability to crisis affected communities – and the HAP Standard
  • Help to identify and prioritise key contacts, opportunities and partnerships as they present, and ensure that these are capitalised upon.
  • Engage in advocacy and collaboration with other initiatives and stakeholders that may affect the quality and accountability of humanitarian response in order to build awareness and discussion on Q&A, and wider strengthening of practice with a variety of key actors such as donors, UN entitities, including the IASC task force on Accountability to Affected Populations, the cluster system, national and international non-member NGOs, affected communities, local government authorities, and other key players and stakeholders. This may involve: -Representing HAP and promoting humanitarian accountability through public speaking and documentation of HAP experiences at key fora and conferences. -Conducting training workshops on accountability and topics related to the HAP Standard.
  • Capture and share perspectives of affected populations regarding their experience of the humanitarian response.
  • Contribute material, news and updates for use in HAP's newsletter and website.
2. Generic responsibilities

Person Specification
Required
At least 3 years of humanitarian field project management experience
Good spoken and written English with full professional proficiency of either French, Spanish or Arabic
Knowledge of the quality and accountability initiatives, codes of practice, principles and standards commonly used in the humanitarian aid sector, including PSEA.
Essential
Demonstrated commitment to human dignity, accountability, as well as HAP-International Accountability
Principles or their equivalent Commitment to HAP-International vision, mission and objectives
Sound understanding of the international aid and development system, including humanitarian coordination mechanisms
At least 2 years of policy dialogue experience on humanitarian issues Proven experience in design, delivery and evaluation of learning activities, as well as good facilitation and public speaking skills
Experience of designing and developing consultative and participatory approaches with populations affected by crisis
Sound financial management skills
Ability to work with changing teams, to network, to motivate others and to engage stakeholders within an inter-agency context
Excellent diplomacy and advocacy skills and ability to communicate across contexts and cultures effectively, directly or through an interpreter, orally or in writing
Proven ability to work independently, and to deliver results within deadlines, including when under pressure
Willingness to travel frequently and extensively including to challenging field locations
Ability to assess security situation in consultation with host agencies and adapt accordingly

Education Post graduate degree in a relevant discipline

Contract type: open-ended, full time
Location: Geneva.
The post will require approximately 2 x 6-8 weeks international deployments per year, plus a number of shorter trips for representation, conferences and workshops
