The Procurement Services Branch (PSB) in Copenhagen provides procurement services for the organization's Headquarters, Country Offices, and third party clients. The Commodity Security Branch (CSB) in NY supports various posts in Copenhagen and has also specifically designated this and other posts in support of their programme, the Global Programme to enhance Reproductive Health Commodity Security (GPRHCS).
GPRHCS aims to improve access to Reproductive Health (RH) commodities and services around the globe using various indicators such as reduction of maternal mortality rates (MMR), increasing contraceptive prevalence rate (CPR) and measuring stock-outs of commodities. The posting in Copenhagen delivers a synergy with PSB in developing Capacity Building in Procurement for Governments of countries that benefit from financing through GPRHCS.
Main Activities/Expected Results:
The Procurement Associate is responsible for:
- Co-facilitate at workshops when language and knowledge coincides with demand.
- Support in planning and executing the workshops, including arrangements for other internal or external facilitators where necessary.
- Develop and update reports and data collection/statistics
- Maintain archives for each country with respective data and reports.
- Maintain correspondence with, and assist the country office on progress to complete the initiation phase for assessment by providing guidance.
- Supporting the Procurement Specialist in the development, assessment and preparation of training materials and arrangements for training workshops:
- Developing and managing the e-learning modules to the launching stage, therefore providing administration and maintenance support.
- Issuing Newsletters and updating the portal material and progress dashboard
- Supporting in the research and administration of outlets for capacity building that would complement or replace the current system.
- Administering the compilation of documents and data for continued updating and development of the training package.
- Supporting the Procurement Specialist in the assessment, development and preparation of training materials for eLearning and training workshops.
Administering the compilation of documents and data for continued updating and development of the training package:
- Manage the translations of the training package and the updates of these.
- Assist in the development of innovative training exercises and templates.
- Maintain updated templates and presentations for the training package.
Supporting in the research and administration of other outlets for capacity building that would complement or replace, the current system:
- Maintain a directory of activities resulting thereof, the outcomes and the evaluations.
- Assist in the administration of potential agreements and ongoing activities with the institutions and the countries of operation.
- Maintain a roster of potential sources and their specific areas of expertise/experience, including the outcome of the RFP process.
- Manage the RFP process of the outsourcing training activities to the institutions
- Assist in the research and review of institutions for capacity development in the countries.
Issuing Newsletters, updating the UNFPA PSB/GPRHCS portal, the GPRHCS external, eLearning website, other marketing materials and progress dashboard:
- Coordinate the distribution of GPRHCS brochures and/or other marketing material to promote GPRHCS visibility and activities, keep stock overview therefore
- Maintain and enhance the dashboard.
- Ensure the portal and GPRHCS website are updated and maintained.
- Assist in drafting and editing the newsletters.
Managing the e-learning and providing administration and maintenance support:
- Liaise with the service provider and the Procurement Specialist to introduce changes and accommodate new requests in preparation for launch.
- Maintain files on scripts and language versions and organize a structure for smooth implementation and management.
- Liaise with service providers on the language localization and updates of the modules
- Follow up with the countries on the learning progress and update the outcomes on the GPRHCS website as well as the e-learning dashboard.
- Monitor the service provider's performance via the vendor performance tools
- Keep track of the e-learning deliverables according to the Long-term Agreement (LTA) and escalate when necessary issues to the Procurement Specialist
- Manage project review and performance and evaluation of vendor's services
- Perform other job related duties as assigned by the Procurement Specialist.
Job Requirements
Education:
- Completion of Secondary education.
- University degree or equivalent certification in business administration, logistics and supply chain management, procurement, professional development, law or related discipline would be very useful and weighted accordingly, but not a requirement.
Knowledge and Experience:
- Minimum six years of related work experience preferably in an international, development focused organization and/or the public sector including a minimum of three years' experience of these in international procurement
- Knowledge and/or experience of professional development; capacity building
- Knowledge of the health sector an asset
- Knowledge of reproductive health commodities and medical terminology an asset
- Knowledge and/or experience of marketing an asset
