Purpose of the Position
Under the supervision of the Chief, PM & E, responsible for the planning, development and implementation of the integrated monitoring and evaluation strategies in support of the Country Programme.
Key Expected Results
  1. Contributes towards the preparation of the Situation Analysis of children and women in the country and the development of the Country Programme of Cooperation. Maintains a data bank of social indicators on the situation of women and children. Collaborates with the Communication staff in the selection and dissemination of statistical results from the Situation Analysis (and other surveys) to national and local levels.
  2. Undertakes on-going visits to UNICEF project sites, assesses local implementation of the programme. Contributes to follow-up actions on programme implementation activities and measurement of outputs and outcomes.
  3. Prepares and monitors the Country Programme integrated monitoring, evaluation and research plans (IMEP). Assist the Chief, PM & E in providing technical advice to programme staff, government officials and other counterparts on planning and management of integrated monitoring and evaluation. Participates in the development of the Monitoring and Evaluation section's work-plan.
  4. Participates and contributes to data collection and report preparation for programme reviews (quarterly, annually, mid-term). Analyzes and evaluates data to ensure achievement of objectives and recommends corrective action, when necessary. Contributes to the Monitoring and Evaluation of sectorial documents for the Country Programme Document (CPD), Country Programme Action Plan (CPAP) etc.
  5. Assist the Chief PM & E in providing technical support in the design of data collection methodologies and research related to programme interventions (surveys, KAP etc.). Support research and data analysis. Assists in the introduction of new approaches in project monitoring and evaluation.

  7. Liaises with the Regional M & E Officer and the Evaluation and Research Office at UNICEF HQ in this regard
  8. Ensures the accurate and timely input of M & E information in the computerised programme system (Vision, GEROS etc.) and status reports and feedback from RO and HQ shared with all staff
Qualifications of Successful Candidate
  • University degree in social sciences, development planning, planning, evaluation, survey implementation, advanced statistical research Professional work experience in programme development and implementation, including monitoring and evaluation activities as follows:
  • Two years of relevant professional work experience
  • At least one instance of exposure to emergency programming, including preparedness planning.
  • Active involvement in a humanitarian crisis response preferred.
  • Fluency in Portuguese and in English is required.
