Purpose of the Position
Under the supervision of the Programme Specialist - Health, P4 who is the National Coordinator of PASSOBA P4, the EU sponsored project for assistance to basic health services (PASSOBA), the international Health Officer P2 gives technical assistance for the coordination, planning, implementation, monitoring of high impact interventions, to reduce maternal, neonatal and infant mortality in region of Atsinanana under his/her responsibility. She/he collaborates closely with the decentralized Health Ministry counterparts namely: Regional Director for Public Health, the District Management Team and all financial and technical partners and stakeholders in the implementation of the PASSOBA project. Specifically the international Health Officer P2 supports the regions and districts and supervises the national Health Officer NOB to reach the key program results listed below.
Key Expected Results
1. Improved geographical access to operational health centers through a policy of recruitment as per MoH regulations with assurance of government take over and guarantee of continuity and sustainability.
2. Re-enforced/increased coverage and improved quality of services at basic health centers level in the region of Atsinanana covered by the project PASSOBA under his/her responsibility will offer a minimum package of high impact activities with supervision from the regional and district teams.
3. Improved management of drugs and medical supplies necessary for smooth functioning of basic health centers and first level referral centers.
4. Improved financial access for the population through assistance to the management of financial resources available at the level of Atsinanana Region, Districts, and Basic Health centers (State budget, FANOME, Equity funds).
Qualifications of Successful Candidate
1. Education:
Master degree in one of the disciplines relevant to the following areas: Health, Public Health, Global/International Health, Health Policy & Management, Environmental Health, Family Health, Health Research, Biostatistics, Socio-medical Sciences, Epidemiology, Health Education, Health Promotion and Disease Prevention, Educational Interventions in Health Care, Demography, Social Sciences, Medicine, Nursing, or a field relevant to international public health development assistance.
2. Work experience:
  • Two years of relevant professional work experience.
  • Awareness of the technical support required in health related emergency and humanitarian preparedness.
  • Experience working in the UN or other international development organization, and field work experience an asset.
  • Background/familiarity with Emergency and gender mainstreaming.
3. Language Proficiency:
  • Fluency in English and another UN working language. (French) Knowledge of the local language (Malagasy) an asset.
  • A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
