Contract Duration: General Temporary Assistance GTA until 31 December 2013, with the possibility of extension until 31 December2015, in accordance with the duration of the project permanent premises.Probationary period may beapplicable.Entry on duty date is to be determined.A roster of suitable candidates may be established for this particular profile as a result of this selection processfor both fixed-term established and general temporary assistance posts.
Duties & Responsibilities
The International Court (ICC) is currently housed in interim premises at three different, adjacent facilities at TheHague, Netherlands. The ICC expects to have moved to its new, permanent premises, also at The Hague by theend of 2015.
The successful candidate will be responsible for running the facilities of the interim premises untilthe move to the permanent premises is complete.Under the supervision of the Chief of General Services, the incumbent will be responsible for the followingduties:
1.Manage the facilities management team of approximately fifteen people including their performanceappraisal.
2.Liaise with the lessor of the interim premises on the on-going maintenance of the facilities.
3.Liaise with the co-tenant on common facilities matters.
4.Draft facilities related policies and procedures.
5.Ensure development, design and implementation of projects related to the premises with due regard to theshort term nature of the current tenancy. Ensure accurate reporting and records of such projects.
6.Manage the project to hand back the premises to the lessor, bearing in mind that the majority of theredelivery works are the responsibility of the lessor and not the ICC.
7.Manage the acquisition of services, furniture, equipment and materials necessary for operations of thefacilities.
8.Allocate office space and manage internal moves where necessary.
9.Prepare and review the unit's budget proposals and manage the implementation of the budget, once it isapproved by states' parties.
10. Plan trips to field offices for the purpose of facilities assessments there.
11. Draft of reports and policies as required by senior management.
12. In Cooperation with the Section Chief, liaise with the project director's office in matters concerning thepermanent premises project and transition project when required.
13. Provide input to permanent premises assessments as required.
14. Any other duties as assigned by the Section Chief.
Essential Qualifications
1.A first level university degree in engineering, building science or other relevant field.
2.At least 7 years of work experience (5 years with an advanced university degree) in the building andconstruction industry, with minimum of four years of progressively responsible facilities management experience.
3.Demonstrated managerial experience to lead a team of the size of the facilities management unit.
4.Excellent interpersonal skills and ability to work effectively in a multi-cultural environment.
5.Ability to interact positively and effectively with colleagues and business partners at all levels, with theability to lead and motivate other team members.
6.Proven ability to work effectively under pressure displaying sound initiative and good judgement.
7.Demonstrated verbal and written skills to include preparation of reports, conduct of presentations clearlyand concisely and ability to defend recommendations and present options.8.Ability to use MS Office, Planon and SAP or similar programs.

  • Fluency in either of the working language of the Court, English or French, is essential.

  • Knowledge of another official language of the Court (Arabic, Chinese, Russian andSpanish) is considered as asset.
