Role Summary:
Reporting to the Director of Investigations, the Computer Forensic Specialist assists Investigators in carrying out investigation activities.
The person selected for this position will perform acquisition, management and analysis of computer forensic data. He/she will support the needs of an investigation team comprising of around 25 professionals in the collection and analysis of electronic evidence and the effective use of this evidence in their investigations.
He/she will work collaboratively with investigators and other professionals undertaking investigations of potential fraud and abuse of Global Fund resources by recipients of grant funds and suppliers.
Responsibilities:
Maintain a computer forensics lab on a daily basis, ensuring validation and integrity of software and hardware tools;
- Provide computer forensic services including recovery and acquisition of evidence from IT equipment, preservation and management of evidence using best industry practices during investigation and archiving, analysis of evidence including entity extraction, recovery of corrupt data, electronic mail extraction and database examination;
- Perform comprehensive technical analysis and interpret computer-related evidence such as e-mail, accounting software data, various databases, and information stored on electronic devices using forensic tools and methods;
- Liaise with the Global Fund IT unit as necessary;
- Document the chain of custody process for forensic evidence, as well as evidence acquisition and analysis methods;
- Assist Investigators by understanding business needs and available data sources to propose and implement acquisition and analysis plans.
- Plan and implement electronic discovery, computer forensic investigations, and related services for large data sets;
- Provide advice to enhance forensic acquisition and analysis capacity;
- Carries out any other duty as instructed by the Inspector General.
Qualifications:
Essential:
- University degree in a related area or an equivalent combination of industry qualifications, education and relevant experience; and
- Relevant professional certifications in the field of computer forensics.
Experience:
Essential:
- Five years' experience in computer forensic investigations and e-discovery processes with a law enforcement agency, law firm, multinational company, professional services firm or similar environment.
- A minimum of three years' experience with forensic electronic evidence handling.
- Demonstrated knowledge of computer forensic tools, methodologies, and protocols (e.g., EnCase, FTK, Nuix, Relativity).
Desirable:
- Experience working in an international organization;
- Experience with auditing and compliance in a regulated sector
- Demonstrated experience of managing day to day aspects of client relationships in litigation or investigation environment.

Languages:
An excellent knowledge of English and preferably a good working knowledge of French or one of the following: Arabic, Chinese, Russian, and Spanish. Knowledge of other languages would be an asset.

Computer forensics:
- Knowledge and experience with acquisition and analysis of computer using the Windows, Linux, DOS and mobile OSes;
- Knowledge of and experience with computer forensic tools such as EnCase, Forensic Toolkit (FTK), Nuix and similar tools;
- Knowledge of and experience with computer forensic procedures for data preservation, recovery and analysis;
- Commitment to continued professional development to maintain and develop his/her skills in a rapidly evolving field, as well as the OIG's forensic capacity;
- Ability to analyze and deploy best practices applicable to the forensic department;
- Understanding of information systems security; network architecture; general database concepts; document management; electronic mail systems and Microsoft Office applications.
