Background
The Secretariat of the National Council on Sustainable Development of the Kyrgyz Republic has requested the OSCE Centre in Bishkek to assist in implementation of the 'Sustainable development strategy of the Kyrgyz Republic 2013-2017' in the area of counteracting corruption. For that purpose the Secretariat needs to hire 9 local consultants. The work of consultants shall be organized in groups and shall be directly supervised by the Secretary of the Secretariat.
The consultant shall contribute to assessment of measures undertaken so far in corruption fight in the Kyrgyz Republic and development of proposals for the second stage of corruption fight in the country.
Tasks and Responsibilities
The consultant shall perform the following tasks:
  • Analyze the national legislation to determine factors in laws that could generate or facilitate corruption;
  • Analyze national legislation for compliance with the United Nations Convention against corruption;
  • Analyze functions of government bodies and agencies that develop and implement anti-corruption policy and efficiency of the activities conducted to eradicate corruption;
  • Analyze factors and reasons of inefficiency of anti-corruption measures taken so far;
  • Based on analysis conducted identify priority areas/ directions for counteracting corruption in the Kyrgyz Republic;
  • Based on analysis conducted develop justified recommendations on enhancing legislation with an aim to counteract corruption;
  • Based on analysis conducted develop justified recommendations on institutional setup for efficient fight with corruption;
  • Based on analysis conducted develop efficient measures to eradicate corruption in the country.
Necessary Qualifications
  • Experience serving as a public servant is preferable;
  • A law degree is a strong asset;
  • Experience in providing analytical and advisory services is a strong asset;
  • Knowledge of Kyrgyz legislation related to anti-corruption;
  • Computer literacy.
