Background
This post is opened in the context of the Junior Professional Officer (JPO) scheme sponsored by the Government of the Belgium and is addressed exclusively to Belgian and European Union nationals who have successfully completed the training programme (Cycle d’Information Générale) organized by the Belgian Technical Cooperation (BTC / CTB).
Interviews will be taking place in Brussels, Belgium in the week 18-22  November 2013. Invited candidates are required to be present in person for the interview. Travel cost to Brussels will be at the candidates’ own expense.
In 2010, the Government of Rwanda renewed its commitment to strengthening good governance through the EDPRS and the Government Programme 2010- 2017, making it one of its pillars. The goal is stated as “promoting good governance consecrating national unity, identity and harmony, catalyzing capabilities to increase rapid production and development”. This priority is also evident in Rwanda’s Vision 2020, which identifies the goal for Nation Building & Good Governance as “…a strong and secure nation, with high standards of political and administrative governance”.
Rwanda has made very significant advances and has shown a strong commitment to rebuilding and strengthening national capacity for good governance through institutional capacity building; security sector reform and law and order; public sector reform and decentralization; reconciliation and peace consolidation as well as anti-corruption measures.
UNDP has supported the GoR to:
  • strengthen the capacity of key governance institutions to deliver on their constitutional mandates,
  • improve accountability,
  • produce governance assessments to improve evidence based analysis and track progress in the area of governance, as well as,
  • promote access to justice at all levels,
  • develop mechanisms for unity, reconciliation and peace consolidation.
The experiences and outputs of UNDPs longstanding partnership with the GoR alongside the elaboration of second national development plan (EDPRS 2) have guided the development of CCPD 2013-2018 where capacity development is identified as key priority in creating an adequate environment which sustainable development.
UNDP is a key partner to the GoR in governance promotion thus the need for creating ways of sustaining the gains of the economic development and peace consolidation in Rwanda.
Duties and Responsibilities
Working in the Democratic Governance and Peace consolidation Unit, the JPO’s duties will be focused on the Country Office’s activities in the Governance sector. The incumbent will collaborate with the implementing partners/project personnel.
His/her main duties will be as follows:
  • Support the identification, design and formulation of programmes / projects in the Governance sector;
  • Become conversant with the various Rwandese public institutions and civil societies, legal bodies, and legislation as relevant to UNDP programming;
  • Establish meaningful partnerships and liaise with Rwandese authorities, relevant professional bodies and civil society organizations in public administration, as well as to develop project proposals and capacity-building initiatives;
  • Provide substantive inputs in and advice in the development of the Governance portfolio;
  • Supervise, monitor and administer all projects within his/her portfolio and to provide backstopping to the Head of Unit and Project Managers on programme/project implementation;
  • Draft contracts, project cooperation agreements, memoranda of understanding and other legal and financing documents;
  • Assess the impact and effectiveness of the assistance through regular consultations with government counterparts and project managers, periodic field visits, analysis and preparation of progress and other required reports;
  • Ensure the timely and efficient delivery of project outputs;
  • Assist in the administration of projects including the preparation of annual work plans, drafting terms of reference, arranging for training activities workshops, seminars and preparing all necessary correspondence;
  • Assist in resource mobilization efforts, including the identification of project opportunities and the formulation of top-quality project proposals;
  • Advocate for, and promote awareness and understanding of, UNDP’s mandate, mission and purpose with special emphasis on Democratic Governance and Peace Consolidation;
  • Assist in coordinating UNDP’s initiatives on governance with other international agencies and donors, and develop inter-agency synergies and complementarities;
  • Coach and provide support to strengthen the capacity of national staff in the team ; and
  • Perform any additional tasks as requested by the Supervisor.

Required Skills and Experience
Education and Work experience:
  • Master's Degree in a related field of expertise
  • A minimum of two years of paid working experience in a relevant field
  • Experience in governance, public / civil administration reform and models, civil society, or capacity-building & institutional strengthening of governance bodies and civil society organizations is desirable
Languages:
  • Working knowledge of English is required
  • Working knowledge of French is an asset
