International Waters Cluster
The UNOPS International Waters Cluster specializes in executing projects to prevent and reverse the degradation of transboundary water systems, including multi-country rivers and large marine ecosystems such as oceans, lake basins and shared groundwater resources. The cluster is executing over 30 projects for its partners, helping countries to work together and share knowledge to reduce ecological stress, such as that caused by overfishing and industrial pollution. The Global EnvironmentFacility (GEF)
Today the GEF is the largestpublic funder of projects to improve the global environment. An independently operating financialorganization, the GEF provides grants for projects related to biodiversity,climate change, international waters, land degradation, the ozone layer, andpersistent organic pollutants. The GEF international watersfocal area targets transboundary water systems, such as river basins with waterflowing from one country to another, groundwater resources shared by severalcountries, or marine ecosystems bounded by more than one nation. The GEF currently unites 182 countries in partnership withinternational institutions, civil society organizations (CSOs), and the privatesector to address global environmental issues while supporting nationalsustainable development initiatives.
Since its inception in 1991, theGEF has achieved a strong track record with developing countries and countrieswith economies in transition, providing $10.5 billion in grants and leveraging$51 billion in co-financing for over 2,700 projects in over 165 countries.Through its Small Grants Programme (SGP), the GEF has also made more than14,000 small grants directly to civil society and community basedorganizations, totaling $634 million.
IW:LEARN (InternationalWaters Learning Exchange and Resource Network)
GEF IW:LEARN is one of theseprojects, and its mandate is to promote experience sharing and learning amongthe GEF International Waters (IW) projects and the country officials, agencies,and partners working on them. IW:LEARNoperates as a central hub of information and knowledge sharing and delivers ahost of programmatic initiatives for the benefit of the GEF IW portfolio ofprojects. In pursuit of its global and regional objectives, IW:LEARN seeks tostrengthen global portfolio experience sharing and learning, dialoguefacilitation, targeted knowledge sharing and replication in order to enhancethe efficiency and effectiveness of GEF IW projects to deliver tangible resultsin partnership with other IW initiatives.

GEF IW 20 Film Concept
The film activity involves the production of a short film (approximately24-27 minutes) highlighting the results & impacts of the 20 years of GEF interventions. This film will be global in scope, and cover bothtransboundary freshwater (lakes, rivers, aquifers) and marine ecosystems (LargeMarine Ecosystems (LMEs)). The film willhighlight current and future concerns. The UNDP will oversee production of thisfilm in collaboration with its partners. The objective of the activity is to share some of the results of the GEF with a wider audience. Theexpected outcome is increasedawareness of GEF IW experiences and achievements and partnership with non- GEF supportedinterventions.
Functional Responsibilities
Production of the GEFIW20 Film
The activity will support the production of the short filmon results from 20+ years and several billion dollars of investment in IWprojects. In addition, it will address critical and emerging issues of transboundarywater management that the portfolio addresses. The film should runapproximately 24 to 27 minutes (to fit a 30 minute time slot).
The film will start with a short introduction of the original vision and expectations of the GEF IW focal area and the overall filmscript will center around a set of success stories identified by the GEF Secretariat. These stories will come from the results of a selection of GEF IW projects that offered innovative approaches to transboundary management or catalyzed major scientific breakthroughs. The film should conclude with views on the road ahead, how the key results can be applied to generate tomorrow's outcomes.
For each story, the film will display either newly shot or previously compiled stock footage of the given project, along with a voice over describing the results in question. A narrator or illustrations could be used in place of shot footage. The stories should be highlighted with interviews from some ofthe key stakeholders (GEF, GEF Agencies, Project Managers, and national stakeholders) of each success story. However,interviews should form only a small part of the video, with voice overs comprising a much greater proportion of the video. As little time as possible should be devoted to so-called 'talking heads'. The foregoing format is subject to change should different, more innovative approaches be suggested.
Background effects, including music of various types(dramatic, uplifting, and region-specific) should be used judiciously, and asmuch stock footage as possible should be utilized in order to keep travel costsreasonable (there is considerable stock footage in the hands of the GEF IWpartners).
The film will have multiple-uses, but will particularly beused as a communications tool at major events. It is expected that the filmwill generate enthusiasm amongst global audiences about the overall work andaims of the GEF IW portfolio. The aim is for the film to raise public awarenessamongst all tiers of society concerning various issues surroundingtransboundary water management. The final product will be a high-definitionversion of the film on DVD, although footage shot should also be shared. Stillshots from the video footage will also be used by GEF Secretary, the UNDP andother parties for generating further promotional material.
Tasks for the consultancy thus include:
S 1. Prepare a workplan for the completion of this film,including both pre-production, filming and post-production (editing).
S 2. Work together with the members of the IW:LEARN PCU tofinalize pre-production preparations for the film including, inter alia:
  • Refine the pre-production script for filming phase (per anynew edits from the GEF Secretariat or UNDP or IW:LEARN PCU;
  • Coordinate and plan the overall filming plan, includingworking with the IW:LEARN PCU & company providing filming/editing service toarrange travel and make arrangements with GEF projects and partners to bevisited and finalizing the list of shot locations and interviews.
  • Coordinate with the IW:LEARN PCU on liasing and makingarrangements with projects including obtaining approval on scriptelements/references, shot locations and interviewees
S 3. Conduct a mission to shoot video footage for thefilm. The mission locations, durationand transport connections will be discussed and approved by the IW:LEARN PCUprior to departure (allowing some flexibility). This will include the followingtasks, inter alia:
  • Supervise and manage the filming crew.
  • Liase with project coordination units or designated hostinstitutions.
  • Conduct interviews with local stakeholders
  • Communicate on a daily basis to the IW:LEARN PCU a conciselog of the shooting, including shoot locations, people interviewed and anyother relevant information
S 4. Supervise and coordination the post-production phase ofthe project. These will including the following tasks, inter alia:
  • Work with the post-production company (to be hired byIW:LEARN) to edit footage into a final product.
  • Review and edit submitted raw, stock or purchased footageinto the final product as appropriate
  • Liase directly key IW:LEARN project stakeholders on contentissues, such as key references, or critical results (Particularly as concernsthe opening and ending narration). Workalso with projects in the post-production phase to ensure buy-in from featuredprojects on the film content.
  • Submit a pre-final version of the film to the IW:LEARNsteering committee at least one week before deadline
Education/Experience/Language requirements
  • Advanced universitydegree required, preferably in the field of international relations/politicalscience, economics, development studies or other related fields, and/ortechnical fields like environmental management
  • Minimum 3 years ofrelevant professional experience, which includes working with issues related tointernational waters management or some exposure to the GEF and its agencies
  • Experience with assisting with producing documentaries / videos related to development assistance projects in other countries (particular experience with UNDP documentaries is desirable but not required)
  • Demonstratedexperience in planning and organizing – Ability to organize, plan, and implement work assignments, able to work under pressure of frequent and tight deadlines
  • Excellent ability to work in English.
  • Good organizational,interpersonal and oral and written communication skills;
  • Teamwork – Stronginter-personnel skills and ability to establish and maintain effectivepartnerships and working relations in a multi-cultural environment withsensitivity and respect for diversity
  • Experience with researching and writing on international environment and/or international development issues.
Also Desired:
  • Familiarity with transboundary waters regions and associated issues.
  • Familiarity with or,ideally, work experience in GEF International Waters recipient countries and/orwith donors or related NGOs;
  • Proficiency in at least one other UN language (Arabic, Chinese, French, Spanish or Russian).
